Conduct design competition to develop a master plan for Central Mississippi Riverfront Regional Park and Above the Falls Regional Park
Central Mississippi Riverfront Regional Park, Above the Falls Regional Park. Conduct a design competition to develop a next generation park master plan for the Minneapolis Riverfront Regional Parks at an estimated cost of $350,000. And complete initial planning and engineering documents for restoration and development of the Mill Ruins Park Headrace facilities in Central Mississippi Riverfront Regional Park at an estimated cost of $212,000. MRPB staff will be working with the Met Council staff to update this scope of service, with confirmation of the scope change in July 2011.

Sec. 3. METROPOLITAN COUNCIL$12,641,000$15,140,000
(a) $12,641,000 the first year and $15,140,000 the second year are from the parks and trails fund to be distributed as required under new Minnesota Statutes, section 85.535, subdivision 3, except that of this amount, $40,000 the first year is for a grant to Hennepin County to plant trees along the Victory Memorial Parkway.
(b) The Metropolitan Council shall submit a report on the expenditure and use of money appropriated under this section to the legislature as provided in Minnesota Statutes, section 3.195, by March 1 of each year. The report must detail the outcomes in terms of additional use of parks and trails resources, user satisfaction surveys, and other appropriate outcomes.
(c) Grant agreements entered into by the Metropolitan Council and recipients of money appropriated under this section shall ensure that the funds are used to supplement and not substitute for traditional sources of funding.
(d) The implementing agencies receiving appropriations under this section shall give consideration to contracting with the Minnesota Conservation Corps for contract restoration, maintenance, and other activities.
The primary measurable outcome is completion of the master plan and adoption by the appropriate public officials. Secondary measurable outcome is completion of planning and engineering documents that reflect the design and cost estimates for the headrace
Project complete; grant closed-out. ?The River FIRST development framework was approved by the MPRB on 03/14/2012. ?The $212,000 reallocated grant funding completed the park improvements at Boom Island Park within the Central River Regional Park, and included parking lot, trail renovations and a new trail segment that created better pedestrian access for large events. A?Growth in park visits over time. Visitation to the Central Riverfront Regional Park in 2010 (pre-construction) was 1,431,100 and in 2012 (post-construction) it was 1,827,000. This constitutes an increase of 395,900 in visits.
