Keller Regional Park Tuj Lub Court Redevelopment
The original courts were constructed in 2016 at Keller Regional Park with a combination of funds from Ramsey , the City of Maplewood, and the Arts and Cultural Heritage Legacy Funding. To inform the design, Parks staff gathered feedback from local Tuj Lub club members as well as did a site visit to Westminster, Colorado where the only other formally designed courts are located in the country. Since completion, play has been increasing and the court materials are deteriorating. In addition, court design and technology has been advancing. The Colorado courts have recently been upgraded to utilize an artificial turf surfacing along with the addition of support facilities.
A meeting was held on site in July of 2021 with local Tuj Lub players, Ramsey parks staff, and elected officials to discuss steps for implementing improvements and site amenities. A conceptual redevelopment plan was produced to illustrate how a field reconfiguration could accommodate artificial turf, and the desired supporting amenities to make the Keller Tuj Lub courts a premiere Tuj Lub facility for not only the State, but regionally as players use the facilities from other states such as Wisconsin, Colorado, and North Carolina. All support amenities have been incorporated, including the addition of an extra court. Conceptual improvements were presented to the Tuj Lub club in January of 2023 and the club representatives are in favor of the general layout and amenities.
Proposed Design Improvements with FY24 ACHF:
Due to overall cost of improvements and amenities, FY24 ACHF funding is planned to complete remaining design components and initial construction improvements such as contractor mobilization, mass site grading, and installation of stormwater management components.
$500,000.00 the first year is for a grant to Ramsey to preserve Minnesota's cultural heritage by enhancing the tuj lub courts at Keller Regional Park.
Over arching outcomes for the entire project:
- Increase user participation in Tuj Lub play and community events.
- Increase awareness of Tub Lub history and connections to the Hmong community.
Outcomes specifically related to ACHF funding:
- Complete design and construction plans for Tuj Lub improvements.
- Complete initial construction improvements consisting of contractor mobilization, mass site grading, and installation of stormwater management components.
